Voter ID guide for 2024 Pennsylvania election

By Annelise Hanson

With election season underway and many students preparing to vote for the first time, it is very important to know which forms of ID are accepted for voting in Pennsylvania. In Pennsylvania, voters may use both photo and non-photo IDs at polling places or when submitting absentee or mail-in ballots.

Here’s a breakdown of acceptable forms of identification for Pennsylvania voters:

Types of Acceptable IDs for Voting
If you're voting for the first time or at a new polling place, you’ll need to present a valid ID — either photo or non-photo. Returning voters generally do not need to show ID unless indicated in the poll book.

Acceptable Photo IDs:

  • Pennsylvania driver’s license or PennDOT ID card

  • ID from a Commonwealth agency

  • ID issued by the U.S. government

  • U.S. passport

  • U.S. Armed Forces ID

  • Student ID

  • Employee ID

Non-Photo IDs (must include name and address):

  • Voter registration card

  • Non-photo ID from the U.S. government or commonwealth agency

  • Firearm permit

  • Current utility bill

  • Current bank statement

  • Paycheck

  • Government check

Additional ID Requirements for Absentee or Mail-In Ballots
If you lack a driver’s license, ID card, or Social Security number, you must provide an ID with your name, photo, and current expiration date. Valid forms include:

  • U.S. passport

  • U.S. military ID (indefinite expiration for active duty and retired military; current expiration required for dependents)

  • Employee photo ID from the federal or Pennsylvania government

  • Student photo ID from accredited Pennsylvania institutions
